2010 Legislative Session

Below is the summary of the bills we are following.

 


2011 DNR Budget Request

 

HB 2006 – Appropriations for MO Department of Natural Resources, which includes the funding for the soil and water conservation program.   The bill has the same amount in District Grants as was in FY-10 budget ($11,680,820), Cost-Share is reduced from $26 million to $24 million, SALT is reduced from $4,620,454 to $3,600,000 and the Equipment Incentive amount was reduced from $500,000 to $75,000.   Introduced on 2-10-2010, the bill was referred to the Budget Committee on  2-11-2010.   Public hearings held March 15-18.  The Budget Committee voted approval of the bill on 3-19-10 and referred the bill to the Rules Committee.  The Rules Committee voted the bill Do Pass on 3-22-10 and referred it to the full House for action.  The bill was debated on the House floor on 3-23-10 with several amendments added, but none affected the soil and water part of the budget.  On 3-24-10 the House passed the budget bill by a vote of 96 to 59.  The bill was reported to the Senate and referred to the Senate Appropriations Committee on 3-29-10.  Public hearings are scheduled for 3-31 through 4-8-10 for the 13 appropriation bills which include HB 2006.   The Senate Committee Reported Do Pass on the bill on 4-12-10 and the full Senate approved the Senate Committee Substitute on 4-14-10 with a vote of 27 to 2.  The Senate Committee Substitute made no changes to the Soil and Water portion of the bill.  The bill goes to conference.  The conference committee is:  Senators Mayer, Schaefer, Rupp, Bray and Green — Representatives Icet, Stream, Silvey, Harris and Bringer.    The Conference Committee Substitute was reported to both the House and Senate on 4-28-2010 and passed by both the House and Senate on that date.  The House vote was 116 to 22 and the Senate vote was 30 to 4.  The bill is Truly Agreed and Finally Passed.  There were no changes to the soil and water portion of the bill from the time it was introduced, no change in the dollars appropriated from what was originally requested.   HB 2006

Legislative Session ends on May 15, 2009.  Appropriations must be truly agreed to and finally passed by 6:00 p.m. on May 8, 2009.  Veto Session is September 16, 2009.
